Hi! I just want to ask if there is a Budget Circular on the grant of uniform/clothing allowance of civilian personnel in the local government units for CY 2020.

My auditee-agency did not disburse the allotted amount for clothing allowance of personnel. I just want to know if there is DBM Circular justifying the non-payment of clothing allowance. Thank you.

Dear Samuel Jr. Leaño,

Greetings!

This refers to your inquiry whether there is a Budget Circular (BC) providing for the grant of uniform/clothing allowance (U/CA) to civilian personnel of local government units (LGUs)  for CY 2020.

May we highlight BC No. 2018-1 dated March 8, 2018 prescribes  the rules and regulations on the grant of  U/CA to civilian personnel of national government agencies (NGAs) and LGUs. The provisions of said Circular remains applicable to date.

Corollary, may we invite your attention to Section 11 of said BC which specifically provides that “the grant of U/CA in LGUs shall be subject to the Personnel Services limitation in LGU budgets pursuant to Sections 325(a) and 331(b) of R.A. No. 7160 or the "Local Government Code of 1991."

Attached is a copy of said Circular for your perusal.
