Good day!

We would like to ask when you will release or when will the MOOE fund will be available to DOH Region V for the disbursement of arrears HEA for July 2021- December 2021 and July 2022- December 2022.

President Marcos vowed to release pending emergency allowances and health benefits.
The government has been saying that, so we wonder how they would do it? What is taking them so long?

Warm greetings from the Department of Budget and Management (DBM). 

Thank you for your request dated 17 August 2023, under the Executive Order No. 2 (s. 2016) or the Freedom of Information in the Executive Branch.

We have received your request for information regarding the release of Sub-Allotment of MOOE funds for Health Emergency Allownace (HEA), on 17 August 2023. 

However, please be informed that we have forwarded your inquiry to another agency, specifically to the Department of Health (DOH).

On the part of the DBM, please be informed that the funds for HEA were already part of the FY 2023 Comprehensively Released Items of the DOH per Annex A of the National Budget Circular No. 590, and the evaluation, validation, and processing of claims for the grant of the HEA to eligible Health Care Workers and Non-Health Care Workers fall within the purview of the DOH. It is deemed that the DOH - Central Office is in the better position to shed light on your concern.

For further inquiries, please coordinate directly with the DOH - Central Office.
