Good day! May I ask for an opinion from the DBM whether the creation of Local Legislative Officer V position under the Office of the Sangguniang Bayan is allowable for a 4th Class Municipality? Hoping for your prompt response. Thank you very much.

Dear Ms. Corros,

This refers to your request for an opinion on whether the creation of a Local Legislative Officer V (LLO) V position under the Office of the Sangguniang Bayan is allowable for a 4th class municipality.

Pursuant to DBM Circular Letter No. 2007-6 or the Manual on Position Classification and Compensation, the highest position below the rank of an assistant department head in 4th to 6th class municipalities  should be allocated to Salary Grade (SG) – 14 to SG-16 only, example Registration Officer II, SG-14, Project Development Officer II, SG-15, etc.

Conversely, it is to be noted the LLO V position is allocated to SG-22.
