 (Is there is a standard ratio for that)

Dear Mr. Ylanan,

This refers to your request for information relative to  the city/municipality organizational structure and staffing pattern, as well as the number of employees per city population ratio.

Please note that under Section 76 of Republic Act No. 7160,  the Civil Service Commission (CSC) shall prescribe the minimum standards and guidelines in the design and implementation of organizational structures and  staffing patterns in local government units (LGUs).

You may wish, however, to peruse Chapter 9 of the Manual on Position Classification and Compensation for a general understanding on the Position Classification Scheme for LGUs.  A copy of the manual may be accessed from our website www.dbm.gov.ph.

Your request for data on number of LGU employees may also be addressed by the CSC being the central personnel agency of the government.
