You asked for a copy of the Implementing Rules and Regulations ( IRR ) of Republic Act  (RA) No. 11701.

May we flag that under Section 3 of RA No.  11701, the Civil Service Commission (CSC) shall be the lead agency responsible for crafting the necessary guidelines.   Thus, may we suggest that you coordinate directly with the CSC as regards your request.
