I would like to be more proactive and support government in it's call to roll out AmbisyonNatin2040. Also as the upcoming Barangay Elections we would like teach the community to make Annual Investment Plans in our Municipality, especially in the light of the implementation of the Mandanas Ruling in 2022.
Can we request for the following information?
1) Total Funds Disbursed for Palauig, Zambales in 2020-2022 with breakdown.
2) Projected IRA of Palauig, Zambales for 2022

Greetings!
Thank you for your request dated May 18, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch relative to the following:
-The total funds disbursed for Palauig, Zambales in 2020-2022 with breakdown;
-The projected IRA of Palauig, Zambales for FY 2022.
Please be informed that pursuant to Local Budget Memorandum No. 82-A, the adjusted FY 2022 National Tax Allocation (NTA) formerly known as Internal Revenue Allotment (IRA) amounts to P 239,984,010.00.
Regarding on your second concern on the total disbursement of the Municipality of Palauig in 2020-2022, the information is not in the custody of DBM.
The municipality directly submits the report to the Provincial Government who reviews the budget of the municipalities. Also, based on RA 7160 under Sec. 352 or the Posting of the Summary of Income and Expenditures states that:
“Local treasurers, accountants, budget officers and other accountable officers shall, within thirty (30) days from the end of each fiscal year, post in at least three (3) publicly accessible and conspicuous places in the local government unit a summary of all revenues collected and funds received including the appropriations and disbursements of such funds during the preceding fiscal year.”
In view hereof, it is suggested that you coordinate with the Provincial Government of Zambales as they are in the best position to provide the information/report.

Pursuant to Local Budget Memorandum No. 82-A, the adjusted FY 2022 National Tax Allocation (NTA) formerly known as Internal Revenue Allotment (IRA) amounts to P 239,984,010.00.
Regarding your second concern on the total disbursement of the Municipality of Palauig in 2020-2022, the information is not in the custody of DBM.
Section 326 and 327 of RA No. 7160 (Local Government Code of 1991) provides that the functional jurisdiction of DBM Regional Offices insofar as local government budget is concerned, is limited only to the review of ordinances authorizing the annual and supplemental appropriations of provinces and highly-urbanized cities.
Moreover, Section 352 of RA No. 7160 provides that:
“Local treasurers, accountants, budget officers and other accountable officers shall, within thirty (30) days from the end of each fiscal year, post in at least three (3) publicly accessible and conspicuous places in the local government unit a summary of all revenues collected and funds received including the appropriations and disbursements of such funds during the preceding fiscal year.”
In view hereof, it is the Municipal Government of Palauig, thru its Local Finance Committee, that can provide data pertaining to its expenditures/disbursements for the year 2020-2022.
