Tracking no: #DBM-820261987008

Jamalul 08:21 PM, Sep 07, 2020

Hi. In behalf of all of the beneficiaries.
May I humbly request for the DBM to release a documentation or order for the resumption of the processing and releasing of claims for the NAPOLCOM'S PNP Welfare Benefits.
Just this September 04 2020. I received a call from a NAPOLCOM representative which was the result of my letter with the Presidential Complaint Center. She informed me the latest updates on this matter is that DOJ have already met with DILG-NAPOLCOM per request of COA for a legal comment/opinion regarding on this matter. DOJ is leaving this matter to DBM and COA.

Dear Moh. Ar-rafih Jamalul,

Greetings!

Thank you for your request dated Sep 07, 2020 08:21:32 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for the DBM to release a documentation or order for the resumption of the processing and releasing of claims for the NAPOLCOM's PNP Welfare Benefits.

Per your representation, a NAPOLCOM representative called to inform you that the Department of Justice (DOJ) has already advised that the Audit Observation Memorandum issued by the Commission on Audit (COA) will only be lifted if and only the DBM would coordinate with the COA on the matter.

Please be informed that our Department has not received yet a copy of DOJ decision on the matter.

Nevertheless, it is noted that you also forwarded a similar request to this Department via email. To update you, said request was already referred to the NAPOLCOM for verification, comment, and/or appropriate action, a copy of which was sent to your email <rafjam2013@gmail.com>.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to DBM Secretary Wendel E. Avisado and osec@dbm.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).

Thank you.

Respectfully,

Beverly Galmesa
