Good day! 

I am Mecyel Medes Endrano, a scholar-graduate of DOST-SEI under Junior Level Science Scholarship (JLSS) Program - RA 10612 or  Fast-Tracked S&T Scholarhip Act of 2013 , Batch 2018. I would like to ask for an update regarding the release of our NOSCA. I already coordinated with DBM Regional Office and they don't have the memo yet to make NOSCA. I am currently residing in the Province of Albay in Bicol (V) Region . Most of us are waiting for months and thus believing that we are wasting precious time.

Dear Mr. Endrano,

This refers to your request for an update regarding the release of the NOSCA for Batch 2018 scholar graduates of DOST-SEI under the Junior Level Science Scholarship Program (JLSSP). 

While it is true that we are the Department responsible for the preparation of the  Notice of Organization, Staffing and Compensation Action (NOSCA)  which formalizes the creation of positions in agencies of the national government, a condition precedent for the issuance of the NOSCA is a  request from the agency concerned. Hence, we suggest that you inquire first from the Department of Education (DepEd) whether a proposal has been made in this regard.
