1.	 Executive Order No. 77 – guidelines on the allowable rates of expenses and allowances for local and foreign travel of government personnel; 
2.	National Budget Circular No. 563 -  guidelines on the cost of participation of government officials and employees in conventions, seminars, conferences, and similar activities
