Good day, 

I would like to request for a soft copy (excel file) of Statement of Allotment, Obligation and Balances (SAOB), by Agency (from 2011-latest). Upon checking in the DBM website, SAOB is only available in PDF format. I would appreciate to have the excel file so I can easily facilitate my dataset.

Also, I would also like to be clarified if what is the basis of the data in the Budget Expenditure and Sources of Financing (BESF) Table 1 (expenditure program, by object). Does the "ACTUAL" year provide the actual expenses incurred (e.g. in Personnel Services) in a given year.

Your Request

You asked for:
a. Soft copy of Statement of Allotment, Obligation, and Balances (2013-Present); and
b. Clarification on the basis of data in the Budget Expenditure and Sources of Financing (BESF) Table 1 _Expenditure Program by Object, if the ACTUAL year provide the actual expenses incurred (e.g., in Personnel Services) in a given year.

Response to Request

Please note that we the excel format of the Statement of Allotment, Obligations and Balances (SAOB) cannot be provided since they contain links from various files. Also, the data for the years 2011 to 2015 are no longer available in our files. Hence, we hope that the available PDF formats of the SAOB, posted on the DBM website will suffice.

On your second query, please be informed that the column for the ACTUAL year in the BESF Table – Expenditure Program, by Object, correspond to obligation incurred by the agency within a given year.

Obligation is a commitment by a government agency arising from an act of a duly authorized official which binds the government to the immediate or eventual payment of a sum of money. The agency is authorized to incur obligations only in the performance of activities which are in pursuit of its functions and programs authorized in appropriations acts/laws within the limit of the allotment released by the DBM.
