I would like to clarify the following:

1. Is the meal allowance in DTE divided into breakfast, lunch and dinner? So, 10% per meal to complete the daily 3-meal (30% of DTE)? 

2. Sec.6b (ii) says otherwise because stipulated "not exceeding the thirty percent (30%) OF THE authorized meal component of the DTE" implies --- meal component=30%DTE; only 30% OF THE 30%DTE -- THUS, only 9% of the DTE. 
Is it really Meal = not exceeding 9% of DTE OR it is grammatically incorrect?

Unlike the previous EO 298, percentage per meal was stipulated: 10% for breakfast, 10% for lunch, 10% for dinner.
