Hi! I would like to ask regarding Executive Order No. 888 and the Disposal Government Property Manual issued by DBM. 

E.O. 888 as amended by EO 309 provides that the Disposal Committee shall be composed of the following:

"Chairman	
A senior official with a rank not lower than the level of an Assistant Secretary for a department and Assistant Director for a bureau/agency or department manager for a GOCC"

What happens in the event that the GOCC does not have an available Department Manager? can the Head of Agency be the Chairman of the disposal committee?
