LANGIT 02:18 PM, Aug 31, 2023

Hi,

I would like to request for a breakdown of all the national government agencies and offices that got confidential funds and intelligence funds from 2001-2023 under the General Appropriations Act.

I am not asking for how the funds were spent, but I merely want to see how much which agency got in the GAA.

I am also asking for a breakdown of all the NTFELCAC funds lodged in various agencies since the NTFELCAC began to date.

Dear RG CRUZ LANGIT,

Greetings!

Thank you for your request dated Aug 31, 2023 02:18:36 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for the following:

1.	Breakdown of all national government agencies and offices that got confidential funds and intelligence funds from 2001-2003 under the General Appropriations Act.

2.	Breakdown of all the NTF-ELCAC funds lodged in various agencies since the NTF-ELCAC began to date.

Response to Request

Please be informed that the DBM does not maintain an official consolidated report on Confidential and Intelligence Funds. However, the breakdown of all national government agencies that have confidential and intelligence funds are reflected in the respective appropriations of agencies concerned under the annual General Appropriations Act (GAA), which are available on the DBM official website, under this link:

https://www.dbm.gov.ph/index.php/budget
(Please click the specific year of the GAA under Budget Documents.)

Similarly, the NTF-ELCAC funds are incorporated in the respective appropriations of the agencies concerned, and the DBM does not maintain official consolidated report by department for this fund.

On the other hand, may we note that aside from the NTF-ELCAC funds that are within the departments’ budgets, said fund is also lodged under the Allocation to Local Government Units-Local Government Support Fund, which is available on the DBM official website, with links as follows:

For FY 2023 - https://www.dbm.gov.ph/wp-content/uploads/GAA/GAA2023/VolumeI/ALGU/C.pdf

For FY 2022 - https://www.dbm.gov.ph/wp-content/uploads/GAA/GAA2022/VolumeI/ALGU/C.pdf

For FY 2021 - https://www.dbm.gov.ph/wp-content/uploads/GAA/GAA2021/VolumeI/ALGU/C.pdf

We hope this information helps. Thank you.

Respectfully,
