Good day. I would like to request for clarification with regards to pre-departure expense per EO 77 series of 2019. Is it commutable or reimburseable.

Dear Mr. Padilla,

This refers to your request for clarification with regard to the  pre-departure expenses per Executive Order (EO) No. 77, whether it is commutable or reimburasable.

Under Section 11 of EO No. 77, government personnel on official travel overseas are entitled to pre-departure expenses not exceeding P3,500 to cover the cost of passport processing, and other incidental fees.  Said claim to  pre-departure expense is on a commutable basis.

Corollary, if there are airport terminal fees imposed at the point of embarkation on the return trip to the Philippines, the claim shall be on a reimbursable basis.

We hope we have clarified matters accordingly.
