Hi.

Good day! I would like to inquire if employees who retired/resigned/separated in service of CY 2019 is entitled for grant of CNA incentive? If yes, what are the legal basis since DBM Circular did not state it.

Dear Ms. Reyes,

This refers to your inquiry on whether employees who either retired, resigned or separated in service in  CY 2019 are still entitled to the CNA Incentive.   As averred, the DBM Circular did not provide specific provisions on the same.

Under Item 5.1 of DBM Budget Circular No. 2019-5,  the Employees’ Organization-Management Consultative Committee  shall prepare the internal guidelines to be followed in the grant of the said incentive, including the specific criteria for determining who are entitled to the CNA Incentive. 

A copy of the Circular may be accessed from our website www.dbm.gov.ph.
