Re:  Guidelines on the computation of waived items for PS Cap Limitation

Dear Mr. Alimpipinig:

Please be guided that Item 5.3.1.2.c Local Budget Circular (LBC) No. 145 dated March 2, 2022 or the “Guidelines on the Implementation of Personal Services (PS) Limitation on Local Government Budgets and Determination of Waived PS Items Pursuant to Section 93 of the General Provisions (GPs) of the Fiscal Year (FY) 2022 General Appropriations Act (GAA), Republic Act (RA) No. 11639, and Years Thereafter” provides that the monetization of leave credits of barangays officials, among others, is included in the Total Annual PS Budget.

Likewise, it is noteworthy that the monetization of leave credits of barangay officials was not included among the “PS Cost for Waived Items” under Annex A (Summary Worksheet No. 1 - Total PS Cost for Waived Items) of the same LBC.

Therefore, monetization of leave credits of barangay officials is not among the waived PS items for FY 2023 as provided under Section 95 of the General Provisions of the FY 2023 GAA, RA No. 11936.

In view thereof, monetization of leave credits of barangay officials in the FY 2023 PS budget of the barangays shall be subject to the limitation prescribed under Section 331 (b) of RA No. 7160.
