Greetings!

I would like to clarify re Grant of the Year-End Bonus and Cash Gift.

If a government employee resigns this year, when and how will that personnel be granted the year-end bonus and cash gift? Will that personnel be refused to be granted the aforementioned personnel benefits pending clearance? Are agencies allowed to withhold the grant of year-end bonus and cash gift to those who recently resigned or were separated from government service?

Dear Roy Angelo Nepomuceno,

This refers to your inquiry regarding the grant of Year-end Bonus (YEB) and Cash Gift (CG).

The rules and regulations on the grant of YEB and CG are prescribed under Budget Circular (BC) No. 2016-4. 

Under Item 6.2 thereof, those who have rendered an aggregate of 4 months of service but who have retired/separated from the service before October 31 of the year shall be entitled to a prorated share of the YEB and CG.

A copy of BC No. 2016-4 is attached for your ready reference
