The Local Government Code 1991 provides that the internal revenue of allotment of LGUs follow a fixed formula as summarized on this site. https://dbmcar.wordpress.com/2012/09/01/internal-revenue-allotment-ira/
In relation with this, I would like to request the following data for every barangay, municipality, city, and province in the Philippines for the years 2001 onwards:
- actual data used by DBM to calculate IRA (i.e. population, land area, aggregates for equal sharing computation)
- Internal Revenue Allotment (IRA) for the year

Your request
You asked for Internal Revenue Allotment (IRA) Allocation and Computation. In relation with this, data for every barangay, municipality, city, and province in the Philippines for the years 2001 onwards:
- actual data used by DBM to calculate IRA (i.e. population, land area, aggregates for equal sharing computation); and
- Internal Revenue Allotment (IRA) for the year.
Response to your request
We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. You may retrieve your requested information from the DBM website for FYs 2009 to 2018 IRA levels at this link: http://reports.dbm.gov.ph/ira.php. Meanwhile, for FYs 2001 to 2008 IRA levels, attached herewith are Local Budget Memoranda issued for the purpose. In addition, we attached a copy of our briefer on IRA.
However, please be informed that the raw data used in computing IRA is covered by the list of exceptions to information that may be accessed per the Office of the President Memorandum from the Executive Secretary dated November 24, 2016 re Inventory of Exceptions to Executive Order No. 2 (s. 2016) under Section 1(b) on matters covered by deliberative process privilege.
