On your response to a particular query dated August 6, 2020 re: Grant of Hazard Pay during the implementation of MECQ, you have mentioned that a Memorandum from the Executive Secretary was issued to the Secretary of the Dept of Budget and Management dated May 5, 2020.

May we respectfully request for a copy of the said Memorandum. The purpose of this request is to prepare an official report on the compliance of various GOCC on the grant of COVID-19 Hazard Pay.

Dear Gillian Lee,

You asked for a copy of the Memorandum of the Executive Secretary to the Sec of DBM dated May 5, 2020.  As averred, said Memorandum was referred to in one of the DBM's response to a query on the payment of hazard pay. 

May we just provide you with a synopsis of the content of said Memorandum:

-  AO Nos. 26 and 28 covers all areas in the country that are under a localized community quarantine, regardless of nomenclature, where the measures being implemented by the LGU:

(i) Characterize an ECQ, i.e., strict home quarantine is implemented; transportation is suspended; provision for food and essential health service is regulated; and there is a heightened presence of uniformed personnel enforcing quarantine procedures; and

(ii) Imposed by the LGU in accordance with the guidelines set by the National Government, specifically the IATF, the Department of Health and/or the DILG.
