Our office recently received an observation from our resident auditor which stated that our release of SRI for CY 2021 was not in accordance with paragraph 5.5 of DBM BC 2021-4 since we already granted CNA benefits to our employees, which is over and above the Year End Bonus and Cash gift as per RA 6686. I would just like to clarify this matter, are we not entitled to receive SRI after the release of CNA?
I hope that this will be clarified. Thank you!

Dear Hazel Mananquil,

Greetings!

This refers to your query on whether government personnel may still be entitled to the FY 2021 Special Recognition Incentive (SRI), notwithstanding that the same set of employees also received FY 2021 Collective Negotiation Agreement (CNA) Incentive.

May we flag that the grant of the CNA incentive for FY 2021 is governed by Budget Circular No. 2021-3.  As clarified therein, said incentive is granted in recognition of the collective efforts of management and rank-and-file employees in achieving performance targets at lesser cost.   

The CNA Incentive  is different from the SRI which is given to all public servants in acknowledgement of their efforts to streamline government services and provide responsive public service, even during the height of the pandemic.   

However, both the SRI and CNA incentive were granted to government personnel during the month of December 2021.
