Could Budget Officers allow obligating this year (eg. 2024) TRANSACTIONS/EXPENSES of the PRIOR YEAR (2023) such as:

1. Reimbursement of Training/Other Expenses, with both the Travel Order issued and Official Receipts dated last yr (2023)
2. PR/Purchase Order of Supplies issued and delivered last year (2023)

Where EU processes his Obligation Requests only in 2024, since they reason out that they still have (spare) CONTINUING FUNDS from FY 2023 Appropriations?

Requesting for clarification, since several COA/Accountants vs DBM/Budget Officers differ in maintaining its allowability. Thank you.
