Hi,

I would like to inquire about E.O. 77 Section 14 Daily Subsistence Allowance for Foreign Travel. Section (a) specifies the rate to be used and section (b) specifies the percentage of DSA.

The UNDP Circulars, which published the rates, specifies the percentage of lodging/hotel per location (i.e. Singapore 401 USD / 60% - Room as % of DSA).

My question is: Which percentage should be followed - the one under section (a) [60% for Singapore] or section (b) [hotel 50% of DSA]?

As regards your query, Section 14 (b) of EO No. 77 specifically prescribes the apportionment of lodging cost for official foreign travel.  

Corollary, please note that under Section 21,  department heads shall cause the preparation and issuance of internal guidelines on local and foreign travels of their respective personnel in order to (i) provide additional safeguards suited to agency conditions, (ii) address agency peculiarities, and (iii) ensure the judicious use of public funds.
