Your requested data can be found in the BESF Table B.1 Expenditure Program, by Object, posted on the DBM website.

Please note that the actual 2017 expenditures are included in the FY 2019 BESF; actual 2016 expenditures - FY 2018 BESF; actual 2015 expenditures - FY 2017 BESF; and actual 2014 expenditures - FY 2016 BESF.
