Hi! I am Eden Faith Y. Fernandez, currently taking Masters in Public Administration at the Pamantasan ng Lungsod ng Maynila. As part of our requirements in one of our subjects, we are grouped and tasked to create a Training Design.

In line with this, I would like to inquire on the following:

Guidelines on the allocation of funds for venue, meals and snacks, and room accommodation for trainings in government.

Please also include the basis computation for Honoraria of Resource Person from the private sector and the prescribed rates to be paid for a private training provider.

Greetings!

Thank you for your request dated Nov 15, 2021 07:12:27 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You requested for guidelines on the conduct of trainings/seminars in government agencies.

DBM Budget Circular No. 2007-1 prescribes the guidelines on the grant of honoraria to lecturers, resource persons, coordinators and facilitators while National Budget Circular No. 563 prescribes the guidelines on the participation of government personnel in conventions, seminars, etc.

Attached are copies of the aforesaid Circulars.
