Dear Ms. Pabico:

Warm greetings from the Department of Budget and Management (DBM).

Thank you for your request dated 26 August 2023, under the Executive Order No. 2 (s. 2016) or the Freedom of Information in the Executive Branch.

We have received your request for information regarding the status of your Health Emergency Allowance (HEA), on 26 August 2023.

However, please be informed that we have forwarded your inquiry to another agency, specifically to the Department of Health (DOH).

On the part of the DBM, please be informed that the funds for HEA were already part of the FY 2023 Comprehensively Released Items of the DOH per Annex A of the National Budget Circular No. 590. The evaluation, validation, and processing of claims for the grant of the HEA to eligible Health Care Workers and Non-Health Care Workers fall within the purview of the DOH thus, it is deemed that the DOH - Central Office is in the better position to shed light on your concern.

For further inquiries, please coordinate directly with the DOH - Central Office.

Should you have any questions regarding your request, kindly contact the DOH - Central Office using the reply function at the eFOI portal, with ticket number #DBM-049373568866.

Thank you.

Very truly yours,
