To whom it may concern: 

Good day! I would like to request the data used by the DBM to compute IRA for the years 2001-2018. This includes population, land area, and the base used for equal sharing. 

I have previously made a similar request but only received the following link  (http://reports.dbm.gov.ph/ira.php) which contains the final IRA computation but not the intermediate data used to arrive at the final allocation (i.e. population, land area, equal sharing base). To be clear, I am interested in the latter.

You asked for Data used for IRA computation.

Response to your request

We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. You may retrieve your requested information from the DBM website as explained in the previous response. Meanwhile, we are sorry that the attachments in the previous request was not successfully attached, thus we are resending the files via .rar format. 

On the other hand, we would like to reiterate that the raw data used in computing IRA is covered by the list of exceptions to information that may be accessed per the Office of the President Memorandum from the Executive Secretary dated November 24, 2016 re Inventory of Exceptions to Executive Order No. 2 (s. 2016) under Section 1(b) on matters covered by deliberative process privilege.
