Dear Mr. Abduhalim,

This refers to your request for an update regarding the release of the Notice of  Organization, Staffing and Compensation Action (NOSCA) for Batch 2019 scholar graduates of DOST-SEI under the Junior Level Science Scholarship Program (JLSSP). 

While it is true that we are the Department responsible for the preparation of the  NOSCA  which formalizes the creation of positions in agencies of the national government, a condition precedent for the issuance of the NOSCA is a  request from the agency concerned. Hence, we suggest that you inquire first from the Department of Education (DepEd) whether a proposal has been made in this regard.
