I am Orelie Delas Alas, currently studying MA in Economics at the International University of Japan. I will be doing a thesis entitled "Fiscal Decentralization and Natural Disaster Mitigation and Response: The Case of Philippines".

I would like to request for the expenditures per NGAs and per LGUs related to disaster mitigation, response and rehabilitation for the period 2004 to 2019.

You asked for Expenditure per NGA and per LGU related to disaster mitigation, response and rehabilitation.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. Kindly note that in accordance to the existing budgeting rules and regulations, the Budget and Financial Accountability Reports of Implementing NGAs submitted to the DBM only covers expenditures down to the enrolled Program/Activity/Project in the GAA. In line with this, the implementing NGAs are in a better position to provide the specific information you required. As to the expenditures of the LGUs, kindly note that pursuant to the Local Government Code of the Philippines, the DBM does not have administrative or oversight jurisdiction over the LGU budget. 

If ever you need the information on the status of the release of funds chargeable against the National Disaster Risk Reduction and Management Fund (NDRRMF formerly Calamity Fund), you may access the reports from 2018-2021 at the DBM website thru the following URL: https://www.dbm.gov.ph/index.php/programs-projects/status-of-national-disaster-risk-reduction-and-management-fund#2021
