Good day!

May I clarify the provision under Item 5.2 of NBC 571, in case the contract was entered into by the official concerned and the owner of the dwelling unit and not by the agency concerned and the owner of the dwelling unit.

Is the official still entitled to the amount paid to the owner of the dwelling unit in a form of reimbursement?

Dear Anjo Ellis Padilla,

Dear Mr. Padilla,

This refers to your query whether a government official may claim reimbursement for quarters allowance if the contract was between the owner of the dwelling unit and the official concerned.

May we highlight that under Section 5.2 of NBC No. 571, the rental contract shall be entered into by and between the agency concerned and the owner of the dwelling unit. The rental payment shall be paid to the latter and not commuted in favor of the officials concerned.
