Dear Oliver Jayson Ordonio,

Thank you for your request dated November 11, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch regarding policy in evaluating or auditing LGU Annual Investment Programs. 

Based on Article 182 (k) of the Implementing Rules and Regulations (IRR) of Republic Act No. 7160:

“Local Development Planning Process-The DILG shall, in coordination and consultation with NEDA and the leagues of LGUs, formulate the operational guidelines of the local development planning process.”

Likewise, under Section 6.2 of DILG-NEDA-DBM-DOF Joint Memorandum Circular (JMC) No.1, s. 2016:

“xxx the DILG shall vigorously pursue its mandate to establish and formulate plans, policies  and programs to strengthen the technical, fiscal and administrative capabilities of local governments and shall continue its advocacy towards a rationalized local planning system for adoption by all cities and municipalities xxx”

In view hereof, we will refer your concern to the Department of the Interior and Local Government (DILG) as they are in the best position to answer your query.
