Hi.

Good day. I would like to make an inquiry as to the applicability of DBM-COA-CSC JOINT CIRCULAR NO. 1 SERIES OF 2017 to the Court Decongestion Officers hired by the Supreme Court.

I would like to know the procedure with respect to the resolution of the issues and concerns arising to the implementation of DBM-COA-CSC JOINT CIRCULAR NO. 1 SERIES OF 2017.

Dear Mr. David,

This refers to your request for guidance with respect to the resolution of  issues and concerns arising from the implementation of DBM-COA-CSC Joint Circular (JC) No. 1, s. of 2017.

Consistent with Section 13 thereof, all issues involving Civil Service Rules should be addressed by the Civil Service Commission (CSC), all  accounting and auditing issues by the Commission on Audit (COA), while this Department will resolve issues involving compensation and funding. 

Corollary, please note the issuance of  DBM-COA-CSC JC No. 1, s. of 2018 dated November 9, 2018 which amends Section 11 of the previous JC.  A copy of the latest JC may be accessed from our website www.dbm.gov.ph.
