Greetings!

Thank you for your request dated Feb 07, 2022 06:04:56 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

"In relation to the query on the legal basis of research incentives for SUC faculty researchers, it may be mentioned that every chartered SUCs has its governing board (GB), i.e., the highest policy-making body, called the Board of Regents (BOR). Pursuant to Section 19 Rule VI of the Implementing Rules and Regulations of Republic Act No. 8292, “the GBs of chartered SUCs may promulgate and implement policies vis-à-vis higher education within their respective chartered SUCs provided these are consistent with the declared state policies on education and other pertinent provisions of the Constitution of the Philippines on education, science and technology, arts, culture, and sports and with the policies, standards, and thrusts of the CHED and of Republic Act No. 7722, otherwise known as the “Higher Education Act of 1994”. Thus, policies on research incentives for SUC faculty researchers may be promulgated and implemented by the GBs thru BOR resolutions. Said research incentives may be funded from tuition fees in compliance with CHED Memorandum Order No. 20, s. 2011.

For additional policies related to research incentives for SUC faculty researchers, please refer to the CHED, the office mandated to formulate and recommend development plans, policies, priorities, and programs on higher education and research."
