Hi.
I would like to know the extent of term "domicile" in NBC 571.

An official resides in AAA city while his office address is in BBB city. AAA and BBB are neighboring cities. Is the official entitled to free quarters?

Can officials avail of free quarters as long as the address of their domicile is different from that of their office's?

Dear Monica Marie Bongalos,

This refers to your inquiry as regards the grant of quarters allowance to government officials as prescribed under National Budget Circular (NBC) No. 571.

May we highlight that  pursuant to Item 3.0 of the Circular,  only the following officials and those of equivalent rank who are transferred or assigned to a place  other than that of their domicile or do not own houses or rooms therein,  by virtue of the agency policies of reshuffling or rotation, are entitled to quarters allowance:  Department Regional/Assistant Regional Directors,  Bureau Regional/Assistant Regional Directors.
