The DBM BC-2007-1 applies to honoraria of invited trainers only. We are looking for a more appropriate guideline for availing training packages from service providers such as the Philippine Red Cross. Looking forward to your extra ordinary guidance.

Your Request

You asked for DBM Circulars pertaining to NGAs availing training packages from Philippine Red Cross.

May we highlight that under Item 4.3 of Budget Circular No. 2007-1, it is provided that resource persons, facilitators, etc coming from the private sector may be paid honoraria at such rates as may be determined by the agency head guided by the prescribed formula indicated in the Circular. 

Attached is a copy of the Circular for your ready reference.
