Greetings!
This pertains to your request for copies of the resolutions and memorandum, comprehensive barangay youth development plan, annual barangay youth investment program, annual and supplemental budgets, and annual financial reports of Barangay Buhisan in Cebu City for the fiscal years 2018-2023.
In this regard, please note that the Department of Budget and Management (DBM) Regional Offices have limited authority to review the appropriation ordinances of provinces, highly-urbanized cities, independent component cities, and municipalities within Metro Manila in accordance with RA 7160.
Conversely, the review of the Barangay Appropriation Ordinance, along with all relevant budgetary documents and reports, including resolutions and memoranda, the comprehensive barangay youth development plan, annual barangay youth investment program, annual and supplemental budgets, and annual financial reports, is carried out by the Sangguniang Panlungsod or Sangguniang Bayan, as applicable, as mandated by Section 333 of RA 7160 (Local Government Code) and Article 424 of its Implementing Rules and Regulations.
Since Barangay Buhisan falls under the jurisdiction of Cebu City, we recommend that you contact the Sangguniang Panlungsod of Cebu City or coordinate with the City Budget Office for the requested information.
