Hi I would like to request for clarification relative to Item 11.1.2 of JOINT CIRCULAR No. 02, s. 2015 which provides that overtime pay shall be charged against Available agency savings, subject to existing rules and
regulations on the use of savings. 

Does the term "savings" includes MOOE, if yes, may we charged our overtime pay with our MOOE savings.

You asked for Clarification re: JOINT CIRCULAR No. 02, s. 2015.

May we refer you to Section 52 of the General Provisions of the FY 2023 General Appropriations Act  (GAA) which  prescribes the general rules on funding of personnel benefits. 

You may download a copy of the FY 2023 GAA from the DBM's website www.dbm.gov.ph under the "Budget Documents" tab.
