I would like to request for any guideline/circular that requires government agencies to allocate budget for all the plantilla position, EVEN IF THE position is UNFILLED/VACANT.

Dear Michael Escriba,

This refers to your request for any guideline/circular requiring government agencies to allocate budget for all of its plantilla positions, including unfilled/vacant items.

May we flag that the National Budget Call (NBC) is issued yearly by the DBM to prescribe the guidelines and instructions for budget preparation.  The  NBC for FY 2025 is yet to be issued by the DBM while the NBC for FY 2024 is circularized through National Budget Memorandum No. 145. 

You may download a copy of the Memorandum from the Department’s website www.dbm.gov.ph.
