Dear Mr. Miraflor,

This refers to your query on whether there are existing issuances which require local government units (LGUs) to first allocate funds for payment of the magna carta benefits of its local health workers before providing allowance/assistance to national government personnel assigned in their respective localities.

Please be informed that all issuances/circulars/guidelines regarding  the compensation of government personnel, including the payment of specific purpose allowances, are  posted at the DBM website www.dbm.gov.ph under the Compendium of Issuances on Organization, Staffing, Position Classification and Compensation.

In addition,   you may refer to the provisions of the Local Government Code  with regard to local fiscal administration.
