Whether the Job Order (JO) employees / Memorandum of Agreements (MOA) workers are entitled to receive a Honoraria when they are designated as members of the Technical Working Group (TWG), in addition to their regular functions outside the procuring units of the Office.

Dear Mr. Buenaventura,

This refers to your query on whether job order (JO) employees are entitled to receive  honoraria when they are designated as members of a Technical Working Group.

May we highlight that under Item 7.4 of CSC-COA-DBM Joint Circular No. 1, s. 2017, it is clarified that the services of contract of service and JO workers are not covered by Civil Service  law and rules, and thus, not creditable as government service.

Conversely, the DBM circulars on the payment of honoraria to those involved in special/procurement projects apply only to government employees.
