I am looking for a guideline on organizational structure & staffing for national government agency 
1. PSIPOP rules governing variances between what is reported in PSIPOP and actual deployment, e.g. a technical unit with itemized technical positions that are actually performing admin and support to techfunctions (records, finance, planning, hr etc.)   
2. acceptable ratio for Key Officers to Technical to Administrative to support to Technical Positions
3. guidelines on number of USecs, ASecs & Directors and the highest possible position for a Finance and Admin Head in a Department

Dear Jennifer Senires,

This refers to your inquiry on the organizational structure and staffing of national government agencies (NGAs).

As regards your query on Personnel Services Itemization and Plantilla of Personnel (PSIPOP), you may refer to National Budget Circular (NBC) No. 549 which prescribes the procedural guidelines for the monthly updating of the PSIPOP.  A copy of the Circular is attached for your ready reference.

As regards your inquiry on the acceptable ratio of key officers to technical/administrative/support to technical positions, as well as on the allowable number of key positions, the same will depend on the mandate and functions of the particular agency in accordance with its charter or enabling law.

You may also wish to peruse the Compendium of Issuances on Organization, Staffing, Position Classification and Compensation which you may access from the website of the Department of Budget and Management www.dbm.gov.ph.
