Is this program of CHED, Expanded Students’ Grants-in-Aid Program for Poverty Alleviation a "special project" (Budget Circular 2007-2) for the State Universities and Colleges and can be granted honoraria?

Are there benefits that the officers or those who are in charge of the program are receiving?
