Hi. I would like to seek for a clarification re: the DBM Budget Circular No. 2020-5 dated Nov. 04, 2020 under Item No. 4.1.1.a particularly the statement of " The registration of the employees' organization of its respective CNA with the CSC is not a condition precedent for the grant of the CNA Incentive." What does it mean po?

Dear Ms. Reyes,

Greetings!

Thank you for your request dated Dec 11, 2020 10:38:38 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

This refers to your request for clarification on the grant of the CNA Incentive for FY 2021.  

Under Budget Circular No 2020-5, it is stipulated therein that the registration of the employees'organization of the CNA with the CSC is not a condition precedent for the grant of the incentive.  

May we highlight that the purpose of such statement is to emphasize that it is not a requirement that the CNA is registered with the CSC before payment of the incentive can be made, provided that all other conditions prescribed in the Circular are complied with.
