Dear Edmar Paguirigan,

Greetings!

This refers to your inquiry whether there is already an allocated budget for the 8th Cycle implementation of National Budget Circular (NBC) No. 461.

May we highlight that under the FY 2022 General Appropriations Act, an amount is specifically allocated under  the Miscellaneous Personnel Benefits Fund (MPBF) for the implementation of the  8th and 9th cycle of NBC NO. 461.  
However, the use of said allocation is subject to conditional implementation per the President’s Veto Message,.  Accordingly, the implementation of the 8th and 9th cycle of NBC NO. 461 shall be subject to the guidelines to be issued jointly by the DBM and the CHED.
