I would like to request a copy of Budget Circular No. 2003-5 dated September 26, 2003 for reference and guidance in claiming honoraria for the Trust Fund Management Committee Secretariat pursuant to Republic Act No. 11524, the Coconut Farmers and Industry Trust Fund Act, and Treasury Office Order No. 13-2021 dated 08 April 2021.
