I would like to request for information regarding the exact amount of HEA allocation to Batangas Medical Center including the complete names of the recipients if possible. This inquiry was rooted in the fact that some personnel received an incomplete grant and we suspect that there had been an inside anomaly with regards to disbursement.

Warm greetings from the Department of Budget and Management (DBM). 

Thank you for your request dated 10 September 2023 under the Executive Order No. 2 (s. 2016) or the Freedom of Information in the Executive Branch.

We have received your request for information regarding the Health Emergency Allowance (HEA) appropriation for Batangas Medical Center, on 11 September 2023. 

However, please be informed that we have forwarded your inquiry to another agency, specifically to the Department of Health (DOH).

On the part of the DBM, please be informed that the funds for HEA were already part of the FY 2023 Comprehensively Released Items of the DOH per Annex A of the National Budget Circular No. 590, and the evaluation, validation, and processing of claims for the grant of the HEA to eligible Health Care Workers and Non-Health Care Workers fall within the purview of the DOH. It is deemed that the DOH - Central Office is in the better position to shed light on your concern.

For further inquiries, please coordinate directly with the DOH - Central Office.
