Hi,

If an employee is a member of the BAC and also has a function on a part-time basis as staff in a Special Project, should the employee receive the 25% limit of salary as BAC and another 25% as staff of a Special Project? 

DBM Budget Circular 2004-5A talks about honorarium for government procurement while DBM Budget Circular 2007-2 is for Special projects. However, neither circulars specifically states that the 25% limit shall apply to all special assignments or functions.
