Greetings!

Thank you for your request dated Apr 07, 2021 05:18:21 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for Basis for the Php 70.00 subsistence allowance of the detainees in BJMP and Prisoners of BuCor.

It should be noted that the rate of P70/day for subsistence allowance of PDLs under custody of BuCor is being applied in accordance with the Special Provision No. 2 under the Specific Budget of BJMP, FY 2019 General Appropriations Act (GAA), to wit:

"2. Subsistence and Medicine Allowance of Prisoners. The amounts appropriated herein shall cover the daily subsistence and medicine allowance at Four Billion Six Hundred Sixty Four Million Three Hundred Six Thousand Pesos (P4,664,306,000) and Nine Hundred Ninety Nine Million Four Hundred Ninety Four Thousand Pesos (P999,494,000), respectively, for One Hundred Eighty Two Thousand Five Hundred Fifty Six (182,556) assumed number of inmates for the year."

The increase in rate of P10/day (P60 to P70/day) for subsistence allowance  and P5/day  (P10 to P15/day) for medicine allowance is a Congressional-Introduced Increase in the FY 2019 Budget of the BJMP.

Similarly, the rate of P70/day for subsistence allowance of PDLs under custody of BuCor is being applied in accordance with the Special Provision (SP) No. 2 in the FY 2019 General Appropriations Act (GAA) of BuCor, to wit:

"2. Subsistence and Medicine Allowance of Prisoners. The amounts appropriated herein, shall cover the daily subsistence and medicine allowance at Seventy Pesos (P70) and Fifteen Pesos (P15), respectively, for Forty Seven Thousand Ten (47,010) assumed number of prisoners for the year."

The increase in rate of P10/day (P60 to P70/day) for subsistence allowance  and P5/day  (P10 to P15/day) for medicine allowance is a Congressional-Introduced Increase in the FY 2019 budget of BuCor.
