Greetings! I would just like to clarify what would be the proper application on the rules on grant of clothing allowance. Please refer to the example:

Appointment date of employee: 16 February 2022
Date of employee assumption to office: 01 March 2022
Date of Office Order granting clothing allowance: 18 March 2022
Date of release of clothing allowance: last week of March or first week of April
6th month of employee: 01 September 2022

Under the circumstances, is the said employee entitled for clothing allowance for the current fiscal year 2022? Thank you for your quick response on the matter!

Greetings!

Thank you for your request dated Sep 12, 2022 09:20:26 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You are requesting for clarification on the grant of uniform/clothing allowance to a newly hired employee.

May we highlight that the rules and grant on the grant of uniform/clothing allowance is provided under Budget Circular No. 2018-1.

May we invite your attention to Item 9.1 of the Circular as it is applicable to newly hired employees. 

To expound, there are 2 conditions for a newly hired employee to qualify for the grant of the uniform/clothing allowance on the first year of employment: (i) the employee has rendered 6 months of service, and (ii) the employee is expected to render another 6 months of service for the rest of the year.   If the employee has complied with the first condition but not with the second one, he/she shall be included in the grant of the U/CA on the following year, if still in service. 

Attached is a copy of the DBM Circular for your perusal.
