Dear Mr. Zosa, 

This refers to your query as to the legal basis of the DBM’s classification of the Registrar under the administrative affairs and not on the academic affairs.

Under the Index of Occupational Services, Occupational Groups, Classes and Salary Grades (IOS for brevity), the series of Registrar positions is under the School, College, University and Training Center Administration.

Corollary, there is a prescribed staffing pattern for state universities and colleges.

Both the IOS and staffing pattern for SUCs may be accessed from our website www.dbm.gov.ph.
