Your request regarding the proposed budgets from 2003-2018 are presented in the National Expenditure Program (NEP) published annually by the DBM.

The proposed budgets for years 2004 to 2018 can be accessed at the DBM website under the following links:

b.	For 2008-2014 (PDF files) and 2004-2007 (use winRAR application)

On the other hand, the FY 2003 NEP is not provided at our website, but the hard copy of the said publication is available at the DBM Library, which is open to researchers from Monday to Friday, 8:00 am to 5:00pm.
